Mr. Frayne is a retired American diplomat who worked for 35 years in US embassies in 9 different countries abroad and in Washington, DC. His last position was as Consul General in Dubai, the United Arab Emirates. He has given lectures and classes at IE in Madrid, the University of Zaragoza, the University San Jorge and the Cai Foundation.

Presentation
This class will examine how different countries formulate their foreign policies and relations while incorporating morals and values into their decisions. How can countries uphold their values in foreign policies while still maintaining good and effective foreign relations with the world? When should countries take a strong position on an issue, and should those positions be only verbal positions or be backed up with concrete actions? The focus will be on European and North American foreign policies, but also look at cases from China and other countries.
Metodology
Each session will look at 2-3 specific cases from both historical examples and current issues, using slides and prompts to encourage a lively class discussion. The class will be conducted in English, so at least a B2 level is a requirement.
Objetives
To understand better the tension between moral values and national interests in developing foreign policies, and examine why so many foreign policies are more difficult decisions than they may seem from the outside.
Program
Each week, the class will look at cases where different governments had to make difficult foreign policy decisions, weighing political, economic, and moral considerations. For example, after two centuries of strict neutrality and non-alliance with the great powers, Sweden's government made the difficult decision in 2022 to join NATO and end its neutrality. Why did he do it and what are the repercussions? Another possible example was the UK's decision in 2015 to continue selling weapons and fighter jets to the Kingdom of Saudi Arabia, despite the fact that Saudi Arabia had been accused of serious human rights violations in its war in Yemen. What pressures did the UK experience and what internal deliberations did it carry out before taking the decision? Students will be encouraged to express their opinions on the decisions made by many countries over the past 50 years
